Analysis: Smith was suspended for one year last November for violating the substance-abuse policy. That stemmed from an arrest in August on charges of drunken driving, hit and run and vandalism, which led to his release by the San Francisco 49ers. Smith signed with Oakland last September and played nine games before being suspended for a second time by the NFL.

A league source told ESPN the NFL will investigate whether Smith has violated the conditions required of a suspended player seeking reinstatement to the league. An online video shows an unidentified man and woman talking about a hand-rolled cigarette. The video is archived in a Periscope account that Smith has used.
Analysis: The woman tells the man in the video that he "shouldn't even be posting that" as the man holds the lit cigarette. The video cuts off immediately after the man says, "They don't know it's me. It's not like I put 'Aldon Smith.'" Smith spent the 2015 season with Oakland after being released by the 49ers. He compiled 28 tackles and 3 1/2 sacks in nine games last season. The pass rusher re-signed with the Raiders in April even though he was serving the yearlong suspension.

Analysis: Smith signed the contract Monday but will not be able to re-join the team until after his suspension for violating the league's substance abuse policy ends Nov. 17. Smith must be reinstated by the commissioner before he is able to return. He can apply 60 days before the suspension ends but will not be allowed to participate in the offseason program or training camp.
