Analysis: Hoyer resisted what was classified by NFL Network as a "very strong offer" from the Jets, and he also reportedly had talks with the Bills. Hoyer and Shanahan worked together in 2014 with the Browns. Shanahan was the offensive coordinator as Hoyer made 13 starts, going 7-6. Hoyer agreed to a deal for around $6 million per season with the understanding that he will get a chance to start, according to ESPN.
